Crystal Gilliard - President
Crystal Gilliard is a Union County native and a graduate of King’s College in Charlotte, NC. Crystal worked as a legal secretary and real estate paralegal from 1990 until being sworn in as Register of Deeds for Union County in 2004. Crystal has been a notary since 1990. Crystal is currently serving as President of the North Carolina Notary Association. Crystal is Past President of the North Carolina Register of Deeds Association and has served on various committees and remains actively involved within that Association. Crystal is also a member of IAoGO, PRIA, and the North Carolina Notary Association. Crystal also participates on various community boards within Union County. Crystal has two boys and is a member of Bethlehem United Methodist Church in Waxhaw.

Commissioned N. C. Notary Public since 2012. Received eNotary Certificate in 2017. Elected NCNA Legislative Envoy in 2018.
Currently assists lenders, title companies, and attorneys with various transactions. Such transactions include purchases, refinances, loan applications, loan modification, and auto loans to name a few.

Patty Holloway - Correspondence Secretary and Recording Secretary
Patty Holloway is a native of Knoxville, Tn. and attended East Tennessee State University. She has been a North Carolina resident since 1978. Having served as a North Carolina Notary Public since 1997, Patty currently teaches the Notary Public Commissioning course for Wake, Durham, and Central Carolina Community Colleges. She has served the North Carolina Notary Association as Vice-President (2004-2006), and as President (2006-2016). Previously held positions include: State and County Sales Rep. for Clerks of Courts and Registers of Deeds computer systems and supplies; Land Records Management Consultant for the Department of Environment and Natural Resources (DENR) and the Department of the Secretary of State; and the Administrative Procedures Act Coordinator for DENR. Patty retired from State service in 2012 after 30 years. Personal: Married with one daughter, two stepsons, and three grandchildren. Favorite pastimes include pottery, reading, traveling to the mountains and the beach and her dog Hannah. Patty also volunteers at Rex Hospital as a Newborn Infant Hearing Screener.


Judy Chapman- Historian
Judy Chapman is a native of Union County (Monroe) NC. She graduated Cum Laude from North Carolina State University in 2001. She has been a notary since 1978 and a notary instructor since 1983. She has been an E- Notary and E- Notary Instructor since 2007. She was Union County Register of Deeds from 1986-1988. She was organizer for South Piedmont Notary Society of Southern North Carolina 1990-94. She was organizer and First President of North Carolina Notary Association 2001-2003. Chapman was a Notary of the Year Nominee and Runner Up at the National Notary Association in 2003. She is currently owner/operator of A Notary Store + More. Chapman served from 1989-1997, as Uniform Commercial Code Director with the Secretary of State, and from 1997-2004 as Special Assistant to the Director of Correction Enterprises, North Carolina Department of Correction. She is now retired from state government and is currently in Real Estate sales in the greater Charlotte area. Judy has been involved in a number of civic organization and active in her church, Wesley Chapel United Methodist Church in Monroe, NC. Married to David Chapman, the couple has three children and seven great grandchildren and reside in Monroe, NC.
